Advisor, Emergency Management
- Pay Rate: $60.46 – $73.77/hour, depending on experience

Raise is currently hiring an Advisor, Emergency Management on behalf of our client. They’re expanding their team to meet growing needs, making this a unique opportunity to work with an industry leader. Our Client, the third largest producer of Canadian oil and natural gas and the second largest refiner and upgrader with extensive midstream and downstream infrastructure.
Note: The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable.
Description
Reporting to the Manager, EMBC, the Contract Advisor is responsible for the implementation of the Emergency Management program requirements and meeting the business needs in their assigned entities operational region(s) and/or facilities.
The ideal candidate will have experience as a professional emergency management practitioner with demonstrated evidence of emergency management leadership at the strategic and tactical level, as well as coordinating and facilitating a variety of training and emergency response drills and exercises. This position has an on-call requirement and involves travel to field locations in North America.
Responsibilities
The Contract Advisor, Emergency Management will be responsible for the following:
- Field level implementation of the Corporate Emergency Management Program.
- Complete annual updates for your area of accountability including Emergency Response Plans, exercise schedules, and response tools.
- Collaborate with corporate EM colleagues to ensure consistent and effective EM program execution in all entities across the organization.
- Support a regional field-based Incident Management Team (IMT) that will promote EM awareness and ensure their area of accountability complies with the requirements of the EM program and regulatory requirements.
- Assume the lead role in organizing annual emergency response field tabletop and full-scale exercises and business continuity exercises for your assigned entities. Coordinate with community first responders in the planning and execution of field exercises.
- Maintain existing Mutual Aid Agreements, identify the need for additional partnerships and lead author the development of new Mutual Aid Agreements, as required.

- Support and develop the corporate Emergency Management Program
- Support and develop the Business Continuity Program
- Support your area of accountability to maintain regulatory compliance
- Facilitate emergency response exercises (drill, tabletop, and full-scale)
Competencies
Contract Advisor, Emergency Management will demonstrate the following competencies:
Full understanding of the corporate and entity specific standards, practices, and procedures that support the entities.
Able to identify and implement opportunities for continuous improvement related to corporate standards and procedures.
Able to evaluate, edit, create, or lead the creation of corporate procedures.
Understanding of the functions of each role and application of each role as they apply to the various business units.
Effective communicator (written and verbal)
Knowledge, interpretation, and application of regulatory requirements
Detailed understanding of the Incident Command System with capability to assume any ICS function for incident response, if required
Confident public speaker
Qualifications
The ideal candidate will possess the following qualifications, including, but not limited to:
- Required:
- 3 Years' experience in developing/managing/contributing to Emergency Response Plans and exercises
- 3 Years’ experience as an active member of an incident management team
- Minimum 5 yrs. combined experience in a HAZMAT transport/petrochemical/pipeline/rail or oil and gas
- Working knowledge of Regulatory requirements in one or more of the above sectors
- H2S Alive
- First Aid
- WHMIS
- Valid driver’s license
- Knowledge of job or industry specific practices or processes; critical/unique skills/knowledge
- Incident Command System, ICS 100, 200, 300 certifications
- Asset:
- Fire and hazmat training
- Spill response training
- Accredited emergency response exercise design
- Leadership training
- Experience in Business Continuity program development and sustainment
- Highly developed written and verbal communication skills
- Proficiency in MS Office Applications
- Demonstrated ability to work collaboratively with teams of professionals
- Minimum 3-5 yrs. experience working with emergency service consultants and contractors
- Education and Certifications
- Related post-secondary education or equivalent experience
