Training and Development Advisor

Job Overview:
- The Training Advisor is responsible for leading the development, implementation, and evaluation of outcome-based training programs for designated client groups. This role serves as a subject matter expert in competency-based learning and capability development, ensuring employees acquire and maintain the knowledge, skills, and behaviors required for safe, effective, and compliant job performance.
- Working closely with technical subject matter experts, instructional designers, leaders, and stakeholders, the Training Advisor designs and continuously improves capability management processes that support workforce competency, organizational performance, and regulatory compliance. The role requires strong expertise in adult learning principles, training program management, competency assurance, and stakeholder engagement.
Key Responsibilities:
- Lead the development, review, maintenance, and approval of competency frameworks aligned with assigned client groups.
- Plan, prioritize, and execute training processes that result in outcome-based learning plans designed to address defined competencies and performance requirements.
- Design and manage learning pathways that may include:
- Formal instructor-led training delivered internally or externally
- Web-based and e-learning programs
- Self-directed learning activities
- Simulator and tabletop exercises
- On-the-job training and experiential learning opportunities
- Build, maintain, and optimize learning plans within the Learning Management System (LMS), including the development of automated reporting tools that support leadership oversight and decision-making.
- Coordinate and manage internal and external resources required to develop new training materials and enhance existing learning content.
- Lead and participate in competency assurance activities, including the administration of learning, qualification, and evaluation processes.
- Support effective competency assessment and workforce development by facilitating competency measurement, qualification gap assessments, and individual development planning processes in collaboration with leaders and assessors.
- Support Management of Change (MOC) initiatives by conducting training needs analyses and ensuring appropriate learning solutions are developed and delivered to impacted employees.
- Maintain accurate and complete training, qualification, and competency records in compliance with corporate records management requirements.
- Promote a culture of continuous learning, professional development, and competency assurance across all levels of the organization.
- Develop and implement annual training plans aligned with departmental objectives, workforce requirements, and business priorities.
- Conduct internal assessments, annual reviews, and compliance verification activities to ensure training processes:
- Are consistently followed

- Meet internal and external compliance requirements
- Effectively achieve intended learning and competency outcomes
- Facilitate or support the delivery of training programs as required.
- Participate in industry working groups, advisory committees, and professional development forums to maintain awareness of best practices and emerging trends in learning and competency management.
- Provide ongoing recommendations to improve training effectiveness, learner engagement, operational readiness, and workforce capability.
Scope and Impact
- Serves as the primary advisor for competency-based learning and workforce capability development within assigned client groups.
- Applies advanced knowledge of adult learning principles, instructional methodologies, and competency assurance practices to develop effective training solutions.
- Collaborates with technical subject matter experts and instructional designers to create practical, performance-focused learning experiences.
- Exercises independent judgment in managing multiple initiatives, balancing competing stakeholder priorities, and making recommendations that influence workforce capability and performance.
- Contributes directly to operational excellence, regulatory compliance, employee development, and organizational effectiveness.
- Supports the ongoing enhancement of training systems, processes, and learning technologies to improve outcomes and efficiency.

- Gas Control
- Gas Regulatory departments
- Health, Safety, Environment, Emergency Response, and Engineering teams
- Corporate Development and Learning professionals
- Technical Training team members, including Instructional Designers and LMS Administrators
- External training vendors, consultants, and service providers
- Industry associations, learning professionals, and third-party training organizations
- The Training Advisor is expected to establish and maintain strong working relationships that support effective learning program development, delivery, and continuous improvement.
Qualifications:
Required
- Degree in Adult Learning, Education, Organizational Development, Human Resources, a related technical discipline, or an equivalent combination of education and experience.
- Four to seven years of experience in training development, learning and development, workforce capability, or leadership roles supporting technical employees.
- Demonstrated experience developing and implementing competency-based learning and training programs.
- Strong understanding of adult learning principles, instructional methodologies, and competency management frameworks.
- Excellent written, verbal, presentation, and facilitation skills.
- Strong stakeholder engagement, consulting, and relationship management abilities.
- Proficiency with Microsoft Office applications, including Outlook, Excel, Word, and PowerPoint.
- Ability to manage multiple projects simultaneously while maintaining high levels of quality and attention to detail.
- Strong analytical, organizational, and problem-solving skills.
- Ability to work independently and collaboratively within cross-functional teams.
Preferred
- Experience facilitating classroom, virtual, or blended learning programs.
- Coaching experience or formal coaching training and certification.
- Experience using learning content authoring tools and content development platforms.
- Working knowledge of Learning Management Systems (LMS) and learning technologies.
- Experience supporting technical, operational, industrial, energy, utility, or regulated work environments.
- Familiarity with competency assurance programs, qualification management, and workforce development strategies.
- Knowledge of Management of Change (MOC) processes and training impact assessments.
- Experience developing training metrics, reporting dashboards, and learning effectiveness
