Job Overview
We are seeking a Senior Cost Controls Engineer to support the Baytown Gold Project at the Baytown Refinery in Baytown, Texas. This roughly $1.3 billion brownfield project reconfigures an existing hydrocracker to make higher-value products, and it is one of the largest projects of its kind in a congested, operating refinery. Engineering is nearly complete and major equipment is on order, so the project is now focused on construction. The Senior Cost Controls Engineer will own cost control for the construction scope, including the roughly $500 million prime construction contract with Worley, and will drive the monthly cost reporting that goes to project leadership. Based at the construction trailer just outside the refinery, this person joins a lean owner's team and is expected to pick up established tools and processes quickly and run with them.
Responsibilities
- Own cost control for the construction scope, including the roughly $500 million prime construction contract with Worley.
- Track, analyze, and forecast the cost and performance of the prime construction contractor and fabrication contractors.
- Prepare the monthly Cost, Schedule, and Stewardship Report (CSSR), including the analysis behind it.
- Maintain change control, cost reports, and forecasts using SAP.
- Use and build on existing Power BI construction dashboards to show cost status and trends.
- Develop presentations and communications on cost performance that go up to project and business leadership.
- Partner with project estimators, planners, and schedulers to keep cost, schedule, and forecasts aligned.
- Work with the project manager, team leads, and accounting staff on regulated and non-regulated reporting requirements.
- Negotiate and broker solutions on cost issues between contractors, internal teams, and other stakeholders.
- Support estimate and schedule assessments and estimating quality reviews as needed.
Qualifications
Required Qualifications
- Bachelor's degree in any discipline (engineering, business, and finance backgrounds are common).
- Proven project cost control experience on large capital projects, including detailed cost reporting, analysis, and forecasting.
- Cost control experience from an owner's perspective or with an EPC contractor, including managing contractor cost performance during construction.
- Working proficiency in SAP for cost control and reporting.
- Experience producing monthly cost and stewardship reporting for project leadership.
- Familiarity with estimating and scheduling disciplines, enough to work closely with those teams (dedicated P6 scheduling is not part of this role).
- Strong analytical, communication, and influencing skills.
- Ability to learn established tools and processes quickly and work independently on a lean team.
- Ability to work a 50-hour week (10-hour days) on a flexible schedule, including occasional early-morning meetings with teams in India.
Preferred Qualifications
- Owner’s cost control experience, including experience with former employees and annuitants.
- Recent experience at downstream facilities, particularly in Baytown.
- Experience on brownfield refinery projects in congested, operating environments.
- Power BI experience, or a solid understanding of how Power BI dashboards are built.
- 10 or more years of project controls experience.
