Overview
Raise's HSE function has expanded from a Canadian-based program into a client-facing operation spanning the US and Canada, and it now runs on two distinct tracks: strategic ownership, meaning client relationships, governance, and program growth, and operational delivery, meaning the daily claims, compliance, and execution work that keeps active programs running. Today, one person carries both, which limits how much the function can take on and creates risk on the delivery side of live programs.
The HSE Specialist is being added to take full ownership of the operational track: claims and injury management, compliance tracking, and day-to-day program execution across current client accounts. This frees the HSE Officer to focus on governance, client-facing strategy, and the business development work that comes with a growing function. The Specialist handles the standard workload independently; anything outside that, such as exceptions, final calls, or client relationship matters, stays with the Officer. Because this role supports multiple concurrent client programs, adaptability and the ability to reprioritize quickly are essential.

Key Accountabilities
Claims & Injury Management (US & Canada)
• Own the claims financials and risk exposure work, and the ISL Captive relationship on the claims side, keeping claim reserves, costs, and exposure data current and decision-ready.
• Own claims and injury management end to end: incident creation, intake, FROIs, claim setup, adjuster / TPA / claims-rep contact on active files, investigations, and return-to-work, escalating litigated and exception files to the Officer.
• Collaborate with the Risk Specialist on premium-audit findings that require H&S intervention; complex classification and carrier-facing remediation sit with Risk.
• Handle monopolistic-state compliance and state-specific coverage execution.
Compliance Platforms & Reporting
• Maintain 100% ISNetworld / NCMS / RAVS compliance: uploads, questionnaires, deadline tracking, and gap flagging.
• Keep WC data, records, and documentation audit-ready in Salesforce; sustain data integrity feeding the Tableau reporting pipeline.
• Prepare incident and claims data for account QBRs and the internal reporting the Officer delivers.
Programs & Client Site Safety
• Operate standing programs day to day: Medcor nurse triage, the Texas HCN, and support for the WSIB Health & Safety Excellence Program.
• Run the Provincial (Operation) Coverage Check audit cycle and registration follow-ups.
• Run client site safety reviews and the move to contractor-facing tools (near-miss, connection questions).
• Provide on-site HSE presence at client events, including the College Board AP Reading, where the Specialist and Officer each cover two weeks, operating wellness stations and supporting each location's HR rep during an incident.
Third-Party & Supply Partner
• Own adjuster, TPA, and claims-rep relationships on active files (broker and carrier policy-level contact sits with Risk), and support reviews and audits of supply partner HSE programs alongside the Officer.
Required Skills, Experience & Competencies
• OSHA 30 (required). OSHA 30 certification.
• Bachelor's degree (required). Bachelor's degree in Occupational Health & Safety, Environmental Science, or a related field.
• 3–5 years (required). 3 to 5 years of progressive HSE, safety, or workers' compensation experience.
• Working knowledge of OSHA regulations and multi-jurisdiction US workers' compensation, including monopolistic states.
• Hands-on claims and injury management experience: intake, FROIs, adjuster and TPA coordination, return-to-work.
• Incident investigation and documentation experience with a high bar for audit-ready records.
• Strong written and verbal communication, including presenting to internal and external stakeholders at all levels (major-account calls).
• Able to travel periodically and meet client-required background and drug & alcohol screening.
Assets (not required, but valued)
• ASP, CSP, or comparable professional safety designation.
• Canadian workers' compensation (WCB) exposure. Structured knowledge transfer is provided, so this is a plus, not a gate.
• Experience with ISNetworld / NCMS, Salesforce or similar CRM/case systems, and TPA or adjuster coordination.
• First Aid / CPR; LMS or training-program administration.
