Project Manager, Construction Design & Asset Management (CDAM)

Primary Focus:

The Project Manager, Construction Design & Asset Management (CDAM), leads the planning, design, execution, and closeout of capital and operating projects across the workplace, operational, and field facilities portfolio. The role is accountable for delivering projects safely, on schedule, within approved budgets, and in accordance with defined scope, quality standards, governance requirements, and business objectives.

Acting as the primary project delivery representative, the Project Manager coordinates internal stakeholders, business partners, consultants, contractors, and service providers throughout the project lifecycle. The role requires balancing operational requirements, customer and workplace needs, regulatory obligations, asset performance, financial stewardship, and long-term portfolio objectives in support of REWS and the business units it serves.

Specific Accountabilities:

  • Project Leadership & Delivery
    • Lead the planning, design, procurement, construction, commissioning, and closeout of assigned capital and O&M projects.
    • Develop project charters, scope definitions, schedules, budgets, risk registers, execution strategies, and project plans.
    • Ensure projects align with business requirements, operational constraints, asset strategies, workplace standards, and applicable governance requirements.
    • Monitor and proactively manage scope, schedule, cost, quality, risk, and overall project performance.
    • Coordinate project activities with business unit representatives to minimize operational disruption and maintain business continuity.
    • Facilitate project meetings and provide clear, timely status updates to stakeholders and leadership.
    • Drive issue resolution and decision-making throughout the project lifecycle.
  • Financial Management:
    • Develop and manage project budgets, forecasts, cash flows, commitments, accruals, and financial reporting.
    • Monitor project expenditures and proactively identify cost pressures, variances, and opportunities for savings.
    • Prepare funding requests, business cases, change requests, and supporting financial analyses.
    • Ensure financial controls, approvals, reporting, and documentation requirements are consistently maintained.
    • Support effective financial decision-making through accurate forecasting and cost analysis.
  • Design & Construction Management
    • Manage architects, engineers, consultants, contractors, vendors, and other service providers throughout the project lifecycle.
    • Review design solutions to ensure alignment with technical standards, operational requirements, constructability, and lifecycle value.
    • Coordinate permitting, inspections, commissioning, turnover, and closeout activities.
    • Ensure construction activities are executed safely, efficiently, and in accordance with contractual, technical, and regulatory requirements.
    • Monitor contractor performance and address issues affecting project delivery, quality, cost, or schedule.
  • Risk, Compliance & Governance:
    • Identify, assess, document, and actively manage project risks and mitigation strategies.
    • Ensure compliance with corporate governance processes, regulatory requirements, building codes, and applicable industry standards.
    • Identify and escalate significant risks, issues, changes, and deviations requiring management intervention.
    • Maintain accurate and complete project documentation and records.
    • Support internal and external audits, regulatory reviews, and governance requirements.
  • Safety Leadership
    • Promote and demonstrate a strong safety culture aligned with HSSE expectations.
    • Ensure contractors, consultants, and project partners understand and comply with site-specific safety requirements.
    • Participate in project safety reviews, inspections, incident investigations, and corrective action processes.
    • Address unsafe conditions or practices promptly, including stopping work and escalating concerns when required.
  • Stakeholder Management:
    • Build and maintain effective relationships with business partners, facility operators, workplace stakeholders, and functional support teams.
    • Engage stakeholders early to understand requirements, identify risks, and develop practical project solutions.
    • Influence project decisions through clear communication, sound analysis, and effective risk management.
    • Resolve project issues through collaboration, communication, and stakeholder alignment.
    • Support change management, occupancy planning, move coordination, and project turnover activities.
  • Asset Management Support:
    • Support facility condition assessments, asset renewal initiatives, and portfolio planning activities.
    • Identify and recommend capital investments that improve asset reliability, lifecycle performance, operational readiness, and cost effectiveness.
    • Ensure project outcomes support long-term asset management strategies and portfolio objectives.
    • Incorporate lifecycle considerations into project planning, design, and investment decisions.

Qualifications

  • Education
    • Bachelor’s degree in Engineering, Architecture, Construction Management, Project Management, Facilities Management, or a related discipline.
    • Project Management Professional (PMP) designation is considered an asset.
    • Professional Engineering, Architectural, or equivalent professional designation is considered an asset.

Experience:

  • Seven or more years of progressive project management experience involving construction, renovation, workplace, infrastructure, facilities, or asset-related projects.
  • Demonstrated experience managing capital budgets, schedules, procurement, contracts, consultants, and contractor performance.
  • Proven ability to deliver multiple concurrent projects within complex operational environments.
  • Experience working within stage-gate governance, regulated environments, or large corporate organizations is considered an asset.
